Mission Statement

  • To promote the development and management of NASA programs that assist all categories of small business,
  • To develop small businesses in high tech areas that include technology transfer and commercialization of technology, and
  • To provide small businesses maximum practicable opportunities to participate in NASA prime contracts and subcontracts.

Joyce C. McDowell
Small Business Specialist
NASA Kennedy Space Center

As Small Business Specialist, Joyce C. McDowell administers the National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC) Small Business Program. Her primary focus is advocating for small businesses with a strong commitment to helping minority-owned businesses grow and succeed through Federal Contracting.

Her current assignment includes management of the Central Industry Assistance Office (CIAO); known as the front door for companies seeking procurement opportunities at KSC, which provides small businesses ‘face-to-face’ counseling with NASA and Prime Contractor personnel.

Ms. McDowell’s civil service career encompasses extensive contractual and administrative responsibilities including professional guidance, assistance, oversight, and leadership to the KSC Office of Procurement, and internal and external customers at all levels of leadership within other government agencies, and industry.

NASA’s recognition of her career accomplishments has been extensive including awarding her “Small Business Specialist of the Year” for years FY15 to FY19, in addition to the Agency-wide “2015 and 2017 Small Business Specialist Advocate.”

She received her Bachelors of Arts degree from Warner Southern University in Lake Wales, FL.
