Procurement Center Representatives (PCRs) help small businesses win federal contracts. PCRs view many federal acquisition and procurement strategies before they’re announced. This enables them to influence opportunities that should be set aside for small businesses.

Procurement Center Representatives (PCRs) can help you determine set-aside opportunities. PCRs also conduct market research, assist small businesses with payment issues, provide counseling on the contracting process, and more.

Arleen L. Boyd-Alston has over 38 years of combined government service as a federal civilian and as a member of the United States Navy. She is a retired Navy Chief Petty Officer and has served as a Warranted Contracting Officer with Naval Supply Systems Command, Fleet Logistics Center, Jacksonville, FL.

She holds a bachelor’s degree in Workforce Education and Training Development from Southern Illinois University and holds a Master of Business Administration from the University of Phoenix. Arleen is also Leadership Education and Development (LEAD) certified in Project Management Principles.

Arleen is presently a Procurement Center Representative (PCR). She reviews procurements for federal agencies throughout the southeast which include Naval Facilities Engineering Command Southeast (NAVFACSE), Jacksonville,  FL (resident agency) U.S. Army Corps of Engineers (ACOE) Jacksonville, FL Naval Supply Systems Command Fleet Logistics Center (NAVSUP FLC) Jacksonville, FL, Air Armament Center (AAC) Eglin AFB, Naval Sea Systems Command (NAVSEA) Southeast Regional Maintenance Center (SERMC) Mayport, FL, and the U.S. Property and Fiscal Office (USPFO-FL) St. Augustine, FL.
