It became effective on April 1, 1984, and is issued within applicable laws under the joint authorities of the Administrator of General Services, the Secretary of Defense, and the Administrator for the National Aeronautics and Space Administration, under the broad policy guidelines of the Administrator, Office of Federal Procurement Policy, Office of Management and Budget.This document spans over 2000 pages dictates how the government procures products and services. Government acquisition personnel and government suppliers are bound by the FAR in the purchasing process.

Ms. Mary Ann Flinders
Utah Procurement Technical Assistance Center (PTAC)
Ms. Mary Ann Flinders is a Procurement Technical Assistance Center (PTAC) Region Director in Utah. She has a multitude of experience in the defense industry; she began her federal service career at Hill AFB as a Contract Specialist and later as a Contracting Officer. She left federal service to accept positions of Deputy Director for the State of Utah’s PTAC and later, new business recruiter for the Utah Division of Business and Economic Development. Ms. Flinders left state government to join the private defense industry, working in in Business Development and Program Management positions for L-3 Communications. She returned to federal service in 2010 as a contracting specialist, prior to her final assignment as a Small Business Analyst, where she retired from federal service.
Ms. Flinders received a Bachelor’s Degree from Weber State University and obtained Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 Certification in Contracting and Foreign Military Sales/Assistance and Level 1 Certification in Program Management.
She has current and prior professional affiliations with the Air Force Association (AFA), Logistics Officer’s Association (LOA), Utah Supplier’s Development Council (USDC), National Contract Management Association (NCMA), Executive Council and Board of Directors for Davis County Chamber of Commerce, Davis Economic Advisory Council, Utah Alliance for Economic Development, SBIR West, and Hill AFB LOGSTAR Program.
