GovCon Optimization Working Group

U.S. Women’s Chamber of Commerce (USWCC) and The American Small Business Chamber of Commerce (ASBCC) in collaboration with the OHIO Procurement Technical Assistance Center (PTAC) Network presents GovCon Optimization.

Each year, our government spends billions of dollars on goods and services. This series was created to optimize your knowledge, skill, and ability to pursue Federal government procurement opportunities.

This 9-part, year-long Educational Working Group Series will cover topics to optimize preparation in pursuing federal contracting opportunities. Subjects to be covered include Capability Statement, Elevator Pitch, Federal Contracting Regulations, Solicitation, and Contract Format, Market Research, and Federal Socio-Economic Certification Programs. Our goal is for your company to pursue federal contracting opportunities with confidence and preparedness through a highly interactive working group format. With positioning and preparation, your firm will be ready with the capacity to take action when opportunity knocks.

 

Federal Contracting Regulations

Tony Griffin

Tony Griffin joined the Ohio University Procurement Technical Assistance Center (PTAC) in June 2014 and is also a Certified Mentor for Service Corps of Retired Executives (SCORE), Columbus, Ohio Chapter 27.

Mr. Griffin  retired from the Defense Logistics Agency’s (DLA) Defense Supply Center Columbus (DSCC), currently known as DLA Land and Maritime in January 2011, after 29 years of federal service in various leadership positions:

  • Supervisory Contract Specialist for DoD EMALL Contracting, Land and Maritime Strategic Materiel Sourcing Group (DSCC-FLG) from 2003 until 2011. The DoD EMALL (now known as FedMall), a defense-wide, electronic point of entry that allows registered customers to browse Internet accessible catalogs and compare products, price, delivery terms, and payment option, and to place requisitions on line for products and/or services that best suit their needs.

  • Associate Director of the Office of Small and Disadvantaged Business Utilization (from 1989 until 2003) - Principal advisor to Commander on small business issues. Supervisory Procurement Analyst (General Manager-1102/13); providing “Small Business” classroom training to Contracting, Supply Management, Technical Product Teams, Quality Assurance and support personnel.

  • Small Business Specialist (1986 - 1989) for the Javits–Wagner–O'Day (JWOD) Program for Sheltered Workshops (NIB/NISH); and DoD & Small Business Administration’s Socioeconomic Programs.

  • Earlier positions held at DLA (1984 - 1989): Industrial Specialist; Quality Assurance Specialist; Equipment Specialist; Supply Technician.

Mr. Griffin held various positions in the private sector before joining the Defense Logistics Agency (DLA): Factory Order Planner at Toledo Scale; Lab Technician at Procter & Gamble; Construction Coordinator Columbus & Southern Ohio Electric Power; Engineering Technician at General Electric Evendale.

Mr. Griffin is a United States Air Force veteran. He attained his degree in Architectural Technology from the Ohio College of Applied Science and studied architecture at the University of Cincinnati. Mr. Griffin attended the Defense Acquisition University (DAU), where he received his DAWIA III/IV certifications (Defense Acquisition Workforce Improvement Act) for Performance Management and Supply Chain Management.

Ms. Rosita Carosella is the Defense Logistics Agency (DLA) Associate Director of Small Business Programs for the agency’s enterprise requirements for IT products, services, management consulting, and infrastructure support. Her office in Philadelphia, PA services 6 DLA Contracting Services Offices (DCSO) located at Ft. Belvoir, VA; Richmond, VA; Columbus, OH; Philadelphia, PA and New Cumberland, PA.

Ms. Carosella has over 41 years of experience with DLA in various contracting and supply positions.
