Matchmaking Process
At the start of the session, Agencies / Primes will introduce themselves. You then meet with any of the agencies/primes in which you have an interest in doing business. There are no sign up sheets or bells and whistles. You are allowed 5 minutes – or longer if there is no line behind you. If you are patient, you will have the opportunity to meet with everyone. Lisa Wood is the Statewide Director of the APEX Accelerator formerly known as the Procurement Technical Assistance Centers (PTAC) Virginia hosted by George Mason University. Prior to that, she served as the Statewide Director with the Connecticut and Ohio PTAC programs and was also Director for the Northwest Commission PTAC in Pennsylvania. Before joining the PTAC community, Lisa was a Procurement Specialist for Bechtel Plant Machinery, Inc. in the Greater Pittsburgh Area. In this role, Wood performed contract administration and negotiation duties. She also recommended bidders, handled issue inquiries, negotiated bids, performed cost and price analysis, and prepared comprehensive letters to justify recommended contract actions. Ms. Wood holds an MBA from the University of New Haven and a BSBA through Robert Morris University of Pittsburgh where she is also pursuing her Ph.D. in Instructional Management and Leadership.

RFIs, RFPs, and RFQs! What’s the Difference? 02/4/25
RFI, RFP, and RFQ are acronyms that stand for request for information, request for proposal, and request for quotation. They are documents used in the procurement process to help companies evaluate suppliers and select the best vendor. Each document has a specific purpose and is used at different stages of the procurement process
It’s important to understand the difference and what information should be contained in each type.

As the event approaches, registrants will receive an informal survey via email from notify@uswcc.org. You must completed this survey in order to be scheduled for appointments. The Small Business Matchmaking Survey will come out in early May. Please complete your Matchmaking survey no later than Thursday, May 8, 2025, by 8:00 PM Eastern Standard Time in order to participate in Matchmaking. On Monday, May 13, 2025, prior to the event, registrants will receive links to their online meeting rooms. Failure to complete the survey by the deadline or registrants that register after the deadline will not be able to participate in Matchmaking. No exceptions.

Registrants will receive an informal survey via email from notify@uswcc.org (please add to your address book) that will include NAICS, Agency / Prime meeting priorities, and more. This will come out in early May. On Monday, May 13, 2025, prior to the event, registrants will receive links to their online meeting rooms. Each session will be for 10 minutes. Please be prepared to share your elevator pitch and provide solutions to the agencies/primes with which you are meeting.

As the event approaches, registrants will receive an informal survey via email from notify@uswcc.org. You must completed this survey in order to be scheduled for appointments. The Small Business Matchmaking Survey will come out in early May. Please complete your Matchmaking survey no later than Thursday, November 13, 2025, by 8:00 PM Eastern Standard Time in order to participate in Matchmaking. On Monday, May 17, 2025, prior to the event, registrants will receive links to their online meeting rooms. Failure to complete the survey by the deadline or registrants that register after the deadline will not be able to participate in Matchmaking. No exceptions.

Note: Members and non-members are welcome. The fees for this summit is as follows: Individuals and non-members $95, Business Members $85, Supplier Members $75.
Matchmaking Process
Registrants will receive an informal survey via email from notify@uswcc.org (please add to your address book) that will include NAICS, Agency / Prime meeting priorities, and more. This will come out in the first week of November. On Monday, November 17, 2025, prior to the event, registrants will receive links to their online meeting rooms. Each session will be for 10 minutes. Please be prepared to share your elevator pitch and provide solutions to the agencies/primes with which you are meeting.

Charmagne Manning is the Vice President of Government Affairs for The American Small Business Chamber o Commerce (ASBCC) and the President of the U.S. Women’s Chamber of Commerce (USWCC). Through her positions at the ASBCC and USWCC, Ms. Manning has effectively leveraged her professional experience which includes extensive Local Government knowledge and personal business ownership to assist women and other small business owners grow their interests. No matter which hat she’s wearing, her goal is simple – to empower small business leaders to start and develop successful businesses while advancing related government policy.
Charmagne brings more than 20 years of experience relevant to any small business or entrepreneur. Ms. Manning’s previous contributions include vast experience in developing and operating various service-related businesses in several markets – from construction management, hospitality, and personal care service, to governmental services and non-profits. Additionally, Ms. Manning enjoyed a lengthy career while serving in multiple positions within Local Government. With her wealth of entrepreneurial experience coupled with her vast knowledge of the interworking of local government, she is able to extend a steady and knowledgeable hand to assist business owners and stakeholders toward the advancement of small businesses.
Ms. Manning attended the John Scott Daily Institute of Government at Florida State University where she became an Internationally Certified Municipal Clerk. In the course of personal business development over the years, additional education was obtained through Santa Fe College and North Florida Technical College.
Charmagne is a Florida native, born in West Palm Beach, FL who later relocated to Gainesville, FL as the youngest child of her large 11-member family and the proud mother of 2 bright children.

Live Attendee: At the start of the session, Agencies / Primes will introduce themselves. You then meet with any of the agencies/primes in which you have an interest in doing business. There are no sign-up sheets or bells and whistles. You are allowed 5 minutes – or longer if there is no line behind you. If you are patient, you will have the opportunity to meet with everyone. Make sure to prioritize the list of Agencies/Primes with whom you wish to meet and bring your one-page capabilities statement and business cards.
Virtual Attendee: Registrants will receive an informal survey via email from notify@uswcc.org (please add to your address book) that will include capabilities statements, NAICS, Agency / Prime meeting priorities, and more. Prior to the event, registrants will receive links to their on-line meeting rooms. Each session will be for 10 minutes. Charmagne Manning is the Vice President of Government Affairs for The American Small Business Chamber o Commerce (ASBCC) and the President of the U.S. Women’s Chamber of Commerce (USWCC). Through her positions at the ASBCC and USWCC, Ms. Manning has effectively leveraged her professional experience which includes extensive Local Government knowledge and personal business ownership to assist women and other small business owners grow their interests. No matter which hat she’s wearing, her goal is simple – to empower small business leaders to start and develop successful businesses while advancing related government policy.
Charmagne brings more than 20 years of experience relevant to any small business or entrepreneur. Ms. Manning’s previous contributions include vast experience in developing and operating various service-related businesses in several markets – from construction management, hospitality, and personal care service, to governmental services and non-profits. Additionally, Ms. Manning enjoyed a lengthy career while serving in multiple positions within Local Government. With her wealth of entrepreneurial experience coupled with her vast knowledge of the interworking of local government, she is able to extend a steady and knowledgeable hand to assist business owners and stakeholders toward the advancement of small businesses.
Ms. Manning attended the John Scott Daily Institute of Government at Florida State University where she became an Internationally Certified Municipal Clerk. In the course of personal business development over the years, additional education was obtained through Santa Fe College and North Florida Technical College.
Charmagne is a Florida native, born in West Palm Beach, FL who later relocated to Gainesville, FL as the youngest child of her large 11-member family and the proud mother of 2 bright children.

At the start of the session, Agencies / Primes will introduce themselves. You then meet with any of the agencies/primes in which you have an interest in doing business. There are no sign-up sheets or bells and whistles. You are allowed 5 minutes – or longer if there is no line behind you. If you are patient, you will have the opportunity to meet with everyone. HubZones? What is it and how to get certified 03-14-24
The HUBZone program fuels small business growth in historically underutilized business zones with a goal of awarding at least three percent of federal contract dollars to HUBZone-certified companies each year.
The federal government limits competition for certain contracts to businesses in historically underutilized business zones. It also gives preferential consideration to those businesses in full and open competition.
Joining the HUBZone program makes your business eligible to compete for the program’s set-aside contracts. HUBZone-certified businesses also get a 10 percent price evaluation preference in full and open contract competitions.
HUBZone-certified businesses can still compete for contract awards under other socio-economic programs they qualify for.

Nirav “Nick” Rajpara is an Economic Development Specialist at the Washington Metropolitan Area District Office (WMADO). In this role, he collaborates with local SBA resource partners, including (public and private) economic development organizations and other stakeholders to develop, bolster and support informational initiatives that aid and assist small businesses and entrepreneurs across the Capital Region. In addition, he is the Program Manager for SBA’s Emerging Leaders Program (a CEO-level academy that guides small business leaders on how to scale and grow their operations). Nick also conducts site inspections for HUBZone-certified firms in the Washington, DC Metropolitan Area. He holds a master’s degree in business administration (MBA) and a master’s degree in public policy (MPP) from Pepperdine University. Nick’s Bachelor of Science degree is from the University of California, Riverside.

Statewide Director
Lisa Wood is the Statewide Director of the Virginia Procurement Technical Assistance Center (PTAC) hosted by George Mason University. Prior to that, she served as the Statewide Director with the Connecticut and Ohio PTAC programs and was also Director for the Northwest Commission PTAC in Pennsylvania. Before joining the PTAC community, Lisa was a Procurement Specialist for Bechtel Plant Machinery, Inc. in the Greater Pittsburgh Area. In this role, Wood performed contract administration and negotiation duties. She also recommended bidders, handled issue inquiries, negotiated bids, performed cost and price analysis, and prepared comprehensive letters to justify recommended contract actions. Ms. Wood holds an MBA from the University of New Haven and a BSBA through Robert Morris University of Pittsburgh where she is also pursuing her Ph.D. in Instructional Management and Leadership.

Matchmaking Process
Live Attendee: At the start of the session, Agencies / Primes will introduce themselves. You then meet with any of the agencies/primes in which you have an interest in doing business. There are no sign-up sheets or bells and whistles. You are allowed 5 minutes – or longer if there is no line behind you. If you are patient, you will have the opportunity to meet with everyone. Make sure to prioritize the list of Agencies/Primes with whom you wish to meet and bring your one-page capabilities statement and business cards.
Virtual Attendee: Registrants will receive an informal survey via email from notify@uswcc.org (please add to your address book) that will include capabilities statements, NAICS, Agency / Prime meeting priorities, and more. Prior to the event, registrants will receive links to their on-line meeting rooms. Each session will be for 10 minutes. Please be prepared to share your elevator pitch and provide solutions to the agencies/primes with which you are meeting. If you wish to take part in the matchmaking sessions, we require you to complete this survey no later than Wednesday, 10/11/2023 at 8:00 PM EST. Failure to complete the survey may result in your inability to have matchmaking appointments.

Charmagne Manning

President, U.S. Women’s Chamber of Commerce
Charmagne Manning is the Vice President of Government Affairs for The American Small Business Chamber o Commerce (ASBCC) and the President of the U.S. Women’s Chamber of Commerce (USWCC). Through her positions at the ASBCC and USWCC, Ms. Manning has effectively leveraged her professional experience which includes extensive Local Government knowledge and personal business ownership to assist women and other small business owners grow their interests. No matter which hat she’s wearing, her goal is simple – to empower small business leaders to start and develop successful businesses while advancing related government policy.
Charmagne brings more than 20 years of experience relevant to any small business or entrepreneur. Ms. Manning’s previous contributions include vast experience in developing and operating various service-related businesses in several markets – from construction management, hospitality, and personal care service, to governmental services and non-profits. Additionally, Ms. Manning enjoyed a lengthy career while serving in multiple positions within Local Government. With her wealth of entrepreneurial experience coupled with her vast knowledge of the interworking of local government, she is able to extend a steady and knowledgeable hand to assist business owners and stakeholders toward the advancement of small businesses.
Ms. Manning attended the John Scott Daily Institute of Government at Florida State University where she became an Internationally Certified Municipal Clerk. In the course of personal business development over the years, additional education was obtained through Santa Fe College and North Florida Technical College.
Charmagne is a Florida native, born in West Palm Beach, FL who later relocated to Gainesville, FL as the youngest child of her large 11-member family and the proud mother of 2 bright children.
Supplier Council | 2023 NDAA & Regulatory Update 9-6-23
Each year congress passes the National Defense Authorization Act, which appropriates and sets forth policies for Department of Defense (DOD) programs and activities, including military personnel strengths. It is commonplace for congress to tuck in numerous legislative additions that would otherwise have to go to the floor. The regulatory impact of these changes impact how the government does business.

He advises SBA officials on small business government contracting programs and represents SBA before GAO, the Civilian Board of Contract Appeals, and the Office of Hearings and Appeals.
