Each year congress passes the National Defense Authorization Act, which appropriates and sets forth policies for Department of Defense (DOD) programs and activities, including military personnel strengths. It is commonplace for congress to tuck in numerous legislative additions that would otherwise have to go to the floor. The regulatory impact of these changes impact how the government does business.

Attorney Advisor Office of General Counsel
U.S. Small Business Administration Sam Le is the Deputy Associate General Counsel for procurement law at the U.S. Small Business Administration. He advises SBA officials on small business government contracting programs and represents SBA before GAO, the Civilian Board of Contract Appeals, and the Office of Hearings and Appeals. Sam received his undergraduate and law degrees from the University of Virginia.
