In 2017, as the federal government rapidly pushed forward to implement the President’s Management Agenda to transform the process for federal acquisition to use Category Management through Best in Class solutions, small business was being left out while agency small business and acquisition professionals were being pressured to disregard the law - the Small Business Act’s guarantee — that small business suppliers are provided with the “maximum practicable opportunity” before any and all contracts are awarded. As of December 2021, we claim victory and commend President Biden for signing Executive Order M-22-03 to adjust category management practices focused on boosting contracting opportunities for small businesses. And while we celebrate, we are keeping a mindful watch over the implementation of this order to ensure that small businesses are included to the fullest.

Since that time, America lost 24% of our small business federal suppliers across all industries and federal agencies totaling 21,500 small businesses. Additionally, new small business entrants into the federal marketplace have also dropped significantly.

At the onset, The American Small Business Chamber of Commerce joined forces with the U.S. Women’s Chamber of Commerce leveraging our combined strength to end the Federal Government's Exclusion of Small Business Participation in Category Management Purchasing Practices.
